At different times, Windows XP utilities and applications will popup information "bubbles". These informational bubbles usually present you with a suggested action, for example, the Automatic Updates bubble which allows you to set your automatic update settings or the Desktop Cleanup bubble which helps you clean up unused icons from your desktop.

Two example bubbles you will see the first couple times you startup Windows XP:

You can close the bubbles by clicking on the X or you can click within a bubble to see a wizard with a suggested action.
